AI in Customs Management: Lessons from South Korea

Amid the rapid growth of global trade and cross-border e-commerce, South Korea Customs has pioneered the use of Artificial Intelligence (AI) and Big Data to build a “smart border” model.

By integrating AI into its national electronic clearance system, South Korea has been able to:

✔️ Analyze risks across the entire supply chain
✔️ Automatically classify shipments by risk level
✔️ Fast-track low-risk cargo
✔️ Focus human resources on high-risk inspections and investigations

AI is also applied to passenger data analysis to combat smuggling and transnational crime.

With a phased implementation strategy and a strong data foundation, South Korea has significantly reduced manual processing while balancing trade facilitation and border security.

This model offers valuable insights for countries advancing toward Digital and Smart Customs systems.

Gần 70 container rơi khỏi tàu tại cảng Long Beach (Mỹ)

Nearly 70 Containers Fall Off Cargo Ship at Long Beach Port

On September 9, a major incident occurred at Long Beach Port, California, when 67 containers unexpectedly slipped off the cargo vessel Mississippi while it was docked at Berth G.

Most containers plunged into the water, while some fell directly onto the dock. Fortunately, no injuries were reported.

Port officials have temporarily suspended all operations to ensure safety and begin recovery efforts. The U.S. Coast Guard has launched a preliminary investigation and established a 500-yard safety zone around the vessel.

The Mississippi, sailing under the Portuguese flag, had last called at a port in China two weeks ago.

This disruption comes just days after Long Beach Port was named “Best West Coast Seaport in North America” for the 7th consecutive year by Asia Cargo News. Handling over 9 million containers annually, Long Beach is one of the busiest gateways for U.S. trade.

🇻🇳 Vietnam Host FIATA World Congress 2025 – A Milestone for Global Logistics

Vietnam will host the FIATA World Congress (FWC) 2025, the most important global logistics event, from October 6–10, 2025 in Hanoi, under the theme “Green Logistics, Fast Adaptation.”

🔹 A Global Gathering of Industry Leaders
Over 1,200 delegates from 150+ countries
More than 1,000 leading companies in logistics, transport, trade, and policy
Participation from international organizations, policy makers, and top experts

🔹 Strong Government Support
Vietnam earned the hosting rights through persistent efforts by the Vietnam Logistics Business Association (VLA).
Prime Minister Phạm Minh Chính has met twice with FIATA President Turgut Erkeskin to show strong national backing for the event.

🔹 “Green Logistics” – From Trend to Necessity

Vietnam has identified logistics as one of 18 priority sectors in its National Green Growth Strategy (2021–2030).

“Green logistics” is no longer just a trend – it's a mandatory shift. It encompasses:
Sustainable design

Clean fuels and energy-efficient vehicles
Waste reduction
Full supply chain optimization

When integrated well, green logistics can cut operational costs, increase resilience, and build long-term competitive advantage, noted the VLA.
FIATA President Turgut Erkeskin emphasized that green logistics now sits at the heart of environmental responsibility, legal compliance, and corporate competitiveness.

🔹 Vietnam’s Rising Logistics Hub Status
FWC 2025 comes at a pivotal time, as global logistics faces mounting pressures from carbon emission goals, geopolitical instability, and digital transformation.
This event will be a global platform to reset strategies and drive sustainable, adaptive growth.
Crucially, hosting FWC 2025 positions Vietnam as a rising logistics hub in Asia-Pacific, boosting its visibility and attracting international investment.

🌾 Positive Signals from China for Vietnam’s Rice Sector 🇻🇳🇨🇳

🔹 Export Overview (May 2025):

Vietnam exported approximately 1.1 million tons of rice worth $573.1 million, totaling 4.5 million tons and $2.34 billion in the first five months of 2025.
👉 Volume increased by 12.2%, but export value dropped 8.9% due to a significant price drop (average price down 18.7% YoY to $516.4/ton).

🔹 Key Markets:

Philippines remains the largest buyer (41.4% share), though value dropped by 21.8%.
Ivory Coast rose by 2.7 times.
China surged by 83.7%, showing a strong comeback.

🔹 China Market Rebound:
After years of decline, China has increased rice imports from Vietnam in early 2025.

In the first 4 months of 2025, China imported nearly 362,000 tons, up 114% YoY.

Main imports: ST25 fragrant rice and sticky rice (glutinous rice).

Sticky rice is increasingly preferred for food processing (e.g., traditional cakes).

🔹 Historical Export Trend to China:

Peak: $1 billion in 2017

Declined to $240 million in 2019, slight recovery in 2020–2021

2023: 917,000 tons, worth nearly $531 million

2024: significant drop

2025: strong rebound suggests renewed market potential

🔹 Market Insights & Challenges:

Chinese consumers eat rice daily, creating high demand.

Vietnam exports various rice types: white rice, fragrant rice, japonica, sticky rice.

ST25 rice is especially favored due to its international recognition.

However, China has raised quality standards, especially for premium and processed rice.

Tough competition from Thai and Cambodian rice in both quality and packaging.

🔹 Recommendations for Vietnamese Exporters:

Meet stricter Chinese standards on quality, food safety, and packaging.

Build strong rice brands to enhance recognition and consumer trust in China.

Understand and comply with Chinese export/import procedures and regulations.

Apply GAP (Good Agricultural Practices) from farming through processing.

Diversify marketing efforts to pe*****te deeper into potential regions in China.

Focus on long-term quality and traceability to maintain Vietnam’s 36–37% share of China’s rice imports.

U.S.–China Trade Tensions: Challenges and Opportunities for Vietnam 🇻🇳
🔹 Context:
The U.S. and China — Vietnam’s top trade partners — are enacting aggressive policy changes. The U.S. is imposing higher tariffs and tightening tech regulations. China is retaliating with its own tariffs, export controls, and countermeasures.
🔹 Positive Impacts for Vietnam:
Investment shifts away from China boost Vietnam’s appeal as a manufacturing hub.
Increased opportunities to export to the U.S., especially in textiles, electronics, and agriculture.
Momentum for Vietnam to improve infrastructure, simplify regulations, and upgrade workforce quality.
🔹 Negative Impacts:
Excess Chinese goods may flood the Vietnamese market, increasing competition.
Risk of trade investigations if Chinese products are rerouted through Vietnam.
Lower-quality Chinese goods may undercut Vietnamese products in third markets.
🔹 Recommended Strategies:
Monitor U.S. and Chinese trade policy developments closely.
Prepare proactive response plans and boost competitive capabilities.
Diversify export markets beyond China and the U.S. — tap into ASEAN, EU, Japan, South Korea, Middle East, Africa.
Leverage FTAs like EVFTA and CPTPP, and invest in automation, traceability (e.g., blockchain), and high-quality production.

🚢 Are Shipments En Route to the U.S. Affected by Retaliatory Tariffs? Here's the Latest Update You Need to Know!

Good news for exporters! According to the latest announcement from the U.S. Customs and Border Protection (CBP), shipments already in transit to the U.S. will NOT be subject to retaliatory tariffs. This update brings significant relief to businesses worried about unexpected cost increases.

🔍 What’s the CBP Saying?

Any goods—regardless of origin—that were loaded and shipped before 12:01 AM EDT, April 5, 2025, and are currently en route to the U.S., will be exempt from retaliatory duties, as long as they are cleared through customs or withdrawn from bonded warehouses on or after that date.

📦 More Relief for Exporters

CBP also confirmed that products containing at least 20% U.S.-origin materials or packaging will not face retaliatory tariffs either. This includes a significant portion of Vietnamese seafood exports, which are currently making their way to the U.S. market.

🌊 What Does This Mean for Vietnamese Exporters?

According to VASEP (Vietnam Association of Seafood Exporters and Producers), around 37,500 tons of seafood are currently on the way to the U.S. These shipments are safe from the new tariffs—bringing a much-needed sigh of relief to exporters and supply chain partners.

🤝 Vietnam-U.S. Cooperation in Action

The Vietnamese Government is actively engaging in discussions with the U.S. to find sustainable solutions and ensure trade stability. While previous concerns had many businesses on edge, this latest development signals a more favorable outlook for cross-border trade.

U.S. Imposes 46% Tariff on Vietnamese Goods – Major Exporters Face Severe Challenges

Starting April 9, 2025, the U.S. will officially impose a 46% tariff on imports from Vietnam, causing significant disruptions to key export industries:

🔹 Textiles & Footwear: Companies face severe setbacks as the U.S. accounts for 25-80% of their revenue. The high tariff may lead to order cancellations, forcing production cuts and impacting hundreds of thousands of workers.

🔹 Seafood: Risk losing market share to competitors from other countries. Increased costs will reduce profitability and revenue.

🔹 Wood & Furniture: Face revenue declines as the U.S.—their largest consumer market (60% of export value)—may shift sourcing to alternative suppliers.

🔹 Electronics & Components: Need to adjust strategies or relocate production to countries with lower tariffs. This shift could significantly affect Vietnam’s labor market.

🔹 Logistics: Major shipping and port operators could suffer from declining export volumes to the U.S.

🔹 Industrial Parks: Reduced foreign direct investment (FDI) as investors reconsider expansion plans in Vietnam.

🔹 Agriculture: Key exports such as cashews, coffee, and bananas risk losing competitiveness. Will face declining revenue due to reduced U.S. demand.

How Can Vietnamese Businesses Adapt?

Experts suggest that companies must diversify markets, reduce reliance on the U.S., and leverage trade agreements like CPTPP and EVFTA to expand exports to Europe, Japan, and ASEAN. Enhancing product quality, cost efficiency, and brand value is essential for maintaining competitiveness. Additionally, negotiating with U.S. partners to share the tariff burden could help mitigate risks.

The 46% tariff poses a major challenge for Vietnamese exporters, requiring agility, innovation, and adaptability to sustain their global market position.

Wood Pellet Industry Has Great Growth Potential

🔹 Strong Growth

In 2024, Vietnam exported 6.03 million tons of wood pellets, generating $805.27 million, up 29.1% in volume and 18.5% in value compared to 2023.

Wood chip exports reached 18.3 million tons, valued at $2.66 billion, increasing nearly 27% in volume and 20% in value.

Japan and South Korea are the largest markets, accounting for over 90% of Vietnam’s total wood pellet exports.

🔹 Growth Potential

Global demand for wood pellets is projected to reach 30 million tons by 2025 and could surge to hundreds of millions of tons after 2030.

Governments are committed to reducing greenhouse gas emissions, accelerating the shift to biomass energy as a coal alternative.

🔹 Challenges & Strategies

The prices of wood pellets and wood chips are declining, requiring cost optimization in production.

Vietnam can expand production by utilizing alternative biomass sources such as rice straw, rice husks, and sugarcane bagasse.

A national strategy is needed to develop biomass fuel as an essential “agricultural product” for the energy sector.
