The Beacon Free Loop is utilized by both residents and tourists alike, but it has become a very important resource for Beacon residents. 80% of riders on the Beacon Free Loop are residents of the city who use the bus daily to get to work, for their everyday errands, and to enjoy Beacon’s amazing atmosphere! The Free Loop has become a very important tool for the citizens of Beacon who find themselves needing to get all over the city.

I don't know that free rides boost ridership as much as a nominal fee the revenue of which could be directed at targeting ridership.
Put some money to funding the Kingston Corridor Shuttle bus. At least as a trial program. Note that the library will move to Uptown
during renovation, a great opportunity. All sorts of uptown event, like the Saturday Farmers Market, could so nicely serve whole corridor.
