You will probably have heard that face coverings will be mandatory on public transport with effect from 15 June 2020. Details can be found via this link - Face Coverings to be Mandatory on Public Transport.
The information states that “bus, coach, train, tram, ferry and aircraft passengers must wear a face covering on their journey to help reduce the risk of transmission when social distancing is not always possible - with government also working with operators to ensure staff are provided with face coverings where appropriate”. It would appear that when referring to public transport the requirement seems to point towards transport that is shared by people from different households.
It does not specifically mention taxis. However, Cornwall Council would strongly recommend that you only transport passengers who are wearing a face covering and that drivers also wear a face covering, in order to protect drivers and passengers. This would particularly apply where you allow any passenger to travel when they are not in a separate compartment to the driver (i.e. no screen or other division) and social distancing is not possible. We would recommend that you avoid people travelling in the front of the vehicle with the driver in these circumstances.
In relation to the installation of screens in vehicles please refer to separate guidance we circulated in an email on 19 May 2020 should you choose to use one in your vehicle. Despite comments that have appeared in social media recently, the provision of screens in licensed taxis and private hire vehicles is NOT a mandatory requirement.
It is the Council’s view that it would be reasonable to refuse to carry someone who is not wearing a face covering. It is suggested that you have a sign within the vehicle that indicates the need for a face covering if you decide this is mandatory.
