From 1 November 2026, EU customs requires a Product Identifier on every item in a B2C parcel sent from outside the EU to a private individual. Any value, not only under €150.

This is a data rule, not a charge. It sits next to two separate costs:
• €3 flat duty per product category on parcels at €150 or below, in force since 1 July 2026
• €2 EU handling fee per item from 1 November 2026, on top of duty and VAT, at any value

Do not assume combining parcels reduces that €2 fee. Parcel consolidation still cuts the shipping cost.
