Good afternoon BBC Radio 2 the fundamental problem with pothole repairs is that they now do what’s called a ‘cold lay’ as opposed to a ‘hot lay’ where they used to heat the tar to seal properly. Now the repairs constantly fail - thank Heath and Safety for that change in approach. For those local to Sudbury, this was the crater on Station Road - more to follow.

KEEPING PASSENGERS AND DRIVERS SAFE

As we enter the New Year see below for the full press release that was sent to the East Anglian Daily Times before Christmas and published as per the link below in the comments.

--------------------------------------------------------------------------

As we run into Christmas and the New Year, as managing director of Sudbury Cars a Taxi and Private Hire car company based in the town, we would like to ask the public, on behalf of all taxi firms in Sudbury, Babergh and beyond, that Taxi and Private Hire drivers are treated fairly and with due respect from the fares they are carry as passengers over the Festive period. A recent incident with one of our drivers resulted in the Police being called because of passenger behaviour, we cannot stress enough that drivers are there to get you to your booked destination safely and should not have to tolerate abusive and aggressive behaviour from passengers. Many businesses make a point of zero tolerance when it comes to this form of behaviour, the hackney (i.e. taxi) and private hire car business is no different, if anything we are more vulnerable than most given drivers are contained within moving vehicles with passengers who may have been drinking alcohol, especially at this time of year.

For taxi and private hire drivers, when it is busy, they have a series of jobs to complete one after the other within set time scales given people have booked for particular times throughout the day or night. Although we as a company will try to accommodate changes in destinations, one cause of problems especially during the night, this is not always possible given the way jobs have been planned and allocated so drivers move onto their next fares in good time.

The flipside of this is that as a member of public, if you do not feel safe as, as in the drivers behaviour or driving standards, you have every right to ask for their taxi and private hire personal license issued to them by their licensing authority, it should be visible on their person. This identification along with the car number from the vehicle licensing plate issued by the relevant licensing authority on the back of the car can be used as the starting point to submit a complaint to that licensing authority.

This is even more important when it comes to app based companies operating in Babergh, as they are not subject to any inspection by Babergh enforcement officers given they are not licensed directly by the Babergh authority. When you book an app based car you check to make sure that the vehicle registration matches that given to you on your phone app but how many times have you checked to make sure that the driver matches his or her taxi and private hire personal licence identification, this is applicable to all drivers of taxis and private hire vehicles. This is particularly important if you are a lone passenger in the vehicle.

Babergh licensed drivers have a comprehensive seven point checklist to work through before being granted a hackney and private hire personal license to drive properly licenced vehicles which includes an enhanced DBS check, this allows them to drive licenced hackney or private hire vehicles insured as such, which also includes public liability insurance. If the driver is not legitimate they and the car they are driving are uninsured, as are the passengers.

All passengers in Taxis and Private Hire vehicles have recourse to contact the licensing authority under which both the car and the driver are licensed if they are not happy with the drivers credentials and/or their driving standards.

Our aim is to keep our passengers and our drivers safe over the festive period.

We can only assume that this to repair the horrendous pothole and rippled road surface just before the pedestrian crossing by Lydia’s at the bottom of Market Hill. About time given the numerous occasions this hole has been reported.

Can Suffolk Highways also confirm that the subcontractor responsible for filling this hole and the one in Girling St will actually do a long lasting repair that will represent value for tax payers money?

As the MD of Sudbury Cars I saw first-hand on the night of Tuesday 18th February at 1845 onwards the chaos caused by an unseen incident somewhere near the traffic lights at the roundabout works on the Hopkins site by the A134 Sicklesmere Road.

Peter Prinsley Suffolk Highways Suffolk News East Anglian Daily Times BBC Suffolk

As a business we have a regular pick up and drop off over in Thurston coming from Sudbury.

On the way out I took a different route going further east to avoid the normal road we would use given traffic volumes had already increased last week leading to up to the traffic lights being put in place on the 17th February.

I decided to go back home through BSE to see whether at that time we would experience delays going south out of BSE on the A134 back to Sudbury.

At around 1845 I was almost the start of the new Hopkins estate perimeter on the A134 when traffic going south came to a stop. The traffic lights was the logical conclusion. After some 5 mins and a steady stream of traffic still going north on the A134 into BSE it was apparent that something was wrong as the south bound traffic was now queued almost back to the roundabout some 1000m back down the Sicklesmere Road.

A few minutes later I could see flashing blue lights in my mirror trying to get south on the A134. It took the two patrol cars a good few minutes to get to my cars position where I had managed to leave a gap, you could see the frustration on face of the driver of the second patrol car as there is nowhere for oncoming traffic to go and for trapped south bound traffic to effectively pull over hence it taking these two patrol cars a considerably longer amount of time than normal to get over a mile in the gridlocked traffic.

The overriding point being, given that was an emergency as they had their blues and twos going, if it had been an ambulance responding to an emergency incident trying to get south out of BSE, the traffic chaos caused on Tuesday night by these ill thought out traffic lights for the Hopkins estate created a clear danger to life, as response times would have been severely impacted.

Any emergency vehicle on Tuesday night coming out of West Suffolk NHS Foundation Trust Hospital would have also had to contend with another set of traffic lights to the east of the hospital on Hardwicke Lane and yet another set of lights on the Whepstead road , which I believe already cause delays in their own right for what looks like fibre cable installation work.

For the record I turned around after 20 mins waiting and headed back into BSE and out to Sudbury via Whepstead as the unseen incident showed no sign of allowing traffic to move south on the A134. I do know the incident resulting in bus cancellations as we picked fares nearer to Sudbury who had been waiting for the bus out of BSE that had become stuck in the traffic, a ripple effect of Tuesday night .

I take it Tim Passmore the Police and Crime Commissioner was made aware of the current situation leading up to these lights and weekend road closures being put in place, albeit I have not seen any comment. I would hope that the officers driving the two patrol cars on Tuesday reported the trouble they had getting through the traffic caused by these traffic lights to their superiors.

Given the number of fares we take to and from WSH we have advised customer to allow at least 20 to 25 mins extra depending on time of day and more at the weekends when the closures are in place.

These roadworks need a major revision as they have not been thought out thoroughly enough in terms of the impact on the immediate area, nor have the implications of incidents such as that on Tuesday night been given full consideration, which could have some very serious repercussions.
