NEW MARITIME PACT TO EASE TRADE BARRIERS BETWEEN KENYA AND TANZANIA

Kenya and Tanzania have taken a significant step toward strengthening regional maritime cooperation after signing a Memorandum of Understanding (MoU) on the mutual recognition of maritime certificates and the management of water transport.

The agreement, recently at State House, Dar es Salaam, during President William Ruto’s official visit to Tanzania, is expected to ease long-standing operational tensions in the maritime sector while opening the door for deeper economic and transport integration between the two neighbouring countries.

President Ruto and Tanzanian President Samia Suluhu Hassan witnessed the signing ceremony, which brought together maritime regulators from both countries. The pact was signed by Kenya Maritime Authority Director General Omae Nyarandi and officials from Tanzania Shipping Agencies Corporation (TASAC).

STANDARD CHARTERED FUELS TANZANIA SGR REGIONAL INTEGRATION PUSH

The Standard Chartered Bank has arranged a $2.33 billion syndicated financing facility for Tanzania’s Standard Gauge Railway (SGR), underscoring the accelerating momentum of rail modernization across East Africa and its growing significance to regional economic integration.

The funding will support the construction of two key sections of the 1,219-kilometre line linking the port city of Dar es Salaam to the inland commercial hub of Mwanza on the shores of Lake Victoria.

The project is being executed by Turkey’s Yapi Merkezi and China’s China Civil Engineering Construction Corporation, with financing drawn from export credit agencies, commercial lenders, and development finance institutions.

THE RIPPLE EFFECTS OF A REVITALIZED DAR PORT

The Port of Dar es Salaam is on course to surpass 30 million tons of cargo in the 2026–27 financial year, a milestone that underscores how privatization and the Dar es Salaam Maritime Gateway Project have become the central engines of its rapid transformation.

At the heart of this growth is a deliberate shift toward private-sector participation, most visibly through the 30-year concession of Container Terminal 2 (CT2).

The terminal, which handles more than 80 percent of the port’s container traffic, is now operated by a consortium that includes East Africa Gateway Limited. This move has effectively placed the port’s most critical asset under a management structure driven by efficiency, investment discipline, and global operational standards.

AFC, AFDB LEAD $5 BILLION LOBITO CORRIDOR RAIL VISION

In a strategic move to reshape Southern Africa’s logistics terrain and unlock the region’s vast mineral wealth, the Africa Finance Corporation (AFC) and the African Development Bank (AfDB) have committed $500 million each to a landmark railway project connecting Zambia’s copper mines to the global markets via the Angolan port of Lobito.

The massive financial injection was announced by AFC executive director and chief investment officer Sameh Shenouda at a conference in Nairobi on Thursday. In addition to the $1 billion from the two African multilateral lenders, Italy has pledged $320 million for the initiative.

The AFC, a pan-African lender, serves as the lead developer and sponsor of the ambitious project, which aims to construct an 830-kilometer (515-mile) railway line.

WHEN THE WORLD’S MOST VITAL SHIPPING LANE GOES DARK

The Strait of Hormuz has, in effect, ceased to function as a viable commercial shipping lane. What was once the world’s most critical maritime chokepoint, handling nearly one-fifth of global oil and LNG flows, has been transformed into a high-risk conflict zone with far-reaching consequences for global trade, energy security, and maritime operations.

The trigger point came on February 28, 2026, when U.S. strikes escalated tensions into open confrontation. Within days, shipping traffic through the strait plummeted by over 95 percent.

Major carriers suspended transits, unwilling to expose vessels, crew, and cargo to escalating threats. The few ships that initially attempted passage were quickly deterred by Iranian military actions, including missile strikes and the deployment of naval mines.

MOESNA Engages with IALA to Advance Maritime Safety and Aids to Navigation Capacity.

Representing the Secretary General of MOESNA, Mr. Jonah Mumbya, the Programs Manager, Ports and Shipping Services, participated as an observer at the proceedings of the Aids to Navigation Requirements and Management (ARM) Committee of the International Organization for Marine Aids to Navigation (IALA) on 25th April 2026, held at its headquarters in Paris, France.

The ARM Committee plays a critical role within IALA, serving as a technical organ responsible for supporting the development of international standards, guidelines, and recommendations related to aids to navigation (AtoN). Its work supports safe, efficient, and environmentally sound maritime navigation by addressing AtoN Planning and Service Requirements, risk management approaches, and developing model courses and certification modalities among others.

On the sidelines of the Committee sessions, Mr. Mumbya held strategic bilateral discussions with the Deputy Secretary-General of IALA, Mr. Omar Frits Eriksson, and his senior technical team. The discussions focused on emerging risks affecting maritime safety, security, and the marine environment, and underscored the urgent need to strengthen capacity in aids to navigation across Eastern, Southern, and Northern Africa.

Both delegations emphasized the importance of coordinated efforts to enhance technical capabilities, including training, knowledge transfer, and the conduct of joint missions aimed at improving the implementation and management of AtoN systems in the MOESNA region. As an organization mandated to set global standards in this field, IALA highlighted the importance of inclusive participation by all states, including African countries, in shaping international frameworks and ensuring their effective application.

The engagement reaffirmed the strong and growing collaboration between MOESNA and IALA, with both parties expressing their commitment to deepening cooperation in support of safer navigation, strengthened maritime governance, and the protection of the marine environment.

MOESNA continues to prioritize partnerships with key international organizations to support regional integration, capacity development, and alignment with global maritime standards.

MOESNA Strengthens Maritime Cooperation with International Hydrographic Organization.

At the invitation of his counterpart, Dr. Mathias Jonas, the Secretary General of MOESNA Mr. Kassim Mpaata attended the 4th Session of the International Hydrographic Organization (IHO) Assembly, held between 20-23 April 2026 in the Principality of Monaco. The Assembly brought together global maritime stakeholders to advance hydrographic services, nautical charting, and the safety of navigation.

On the sidelines of the Assembly, the Secretary General held productive bilateral discussions with his counterpart, focusing on the importance of continued collaboration between MOESNA and the IHO. The discussions highlighted shared priorities, including enhancing maritime safety and security of navigation, strengthening hydrographic capacity across the region, and promoting the protection and sustainable management of the marine environment.

Both leaders acknowledged the critical role of accurate hydrographic data and coordinated regional frameworks in addressing emerging maritime challenges, including increasing vessel traffic, environmental risks, and the impacts of climate change. They emphasized the need to build technical capacity, improve information sharing, and support member states in meeting international standards and obligations.

In a significant step forward, the two organizations agreed to advance their partnership through the development of a Memorandum of Understanding (MoU). The proposed MoU will provide a formal framework for cooperation building on the already existing letter of intent signed by the two leaders before. The MoU is intended to enable joint initiatives in areas such as training, technical assistance, data exchange, and the development of harmonized hydrographic practices in the wake of the S-100, a revolutionary data framework that will underpin the next generation of navigation technologies which will improve the accessibility, compatibility and usability of hydrographic and marine data.

The Secretary General reaffirmed MOESNA’s commitment to strengthening regional maritime governance and fostering strategic partnerships that enhance safety, security, and environmental stewardship across its member states. He noted that collaboration with global institutions such as the IHO is essential to ensuring that the region remains resilient, well-coordinated, and aligned with international best practices.

MOESNA looks forward to deepening its engagement with the IHO and other partners to support sustainable maritime development and to unlock the full potential of the region’s ocean and inland waterways economy.
