What is a CRBOV? A Citizen Review Board Of Volunteers (CRBOV) is comprised of community volunteers who are; appointed by Corey L. Harris of Ch's Service Provider a Specialized Paralegal and Independent Associate of the Six judicial district who currently seeks to assist and review the status of all cases involving public Utility Commission, Unemployment Compensation, Criminal and Civil, Child Support and Children and Parents in the Child Welfare, Social Security Benefits (SSI) & (SSD) or Juvenile, Adult and Drugs Offenders who was or are now in the Judicial Justice System. Each CRBOV is made up of no less than three members and no more than seven members. These programs will be administered locally In Areas of Erie Pennsylvania, The Through Out The Counties of Erie Pa, Edinboro Pa ect.. And the City and State of Atlanta GA, With founding either through the CH'S SERVICE PROVIDER Of PA And or By Its Grants or BY CH'S PARALEGAL SERVICES PROVIDER Membership Client Services and or By Donations From Other Not-For Profit Agencies. The Pennsylvania Supreme Court has established similar standards for programs & services like that of the current operations of Ch's Service Provider and its Citizen Review Board of Volunteers (CRBOV). Programs are reviewed annually to insure that the programs are in compliance with these standards. Only programs meeting the standards of judicial matters are eligible to review and cases assigned by the Judicial Courts of Law, under state and federal laws requirements. Ch's Service Provider is referred to as an Executive Agency. However, an enabling statute may establish an independent agency, commission, or board, which does not fall under the direction of the president. The primary distinction between an executive agency and independent agency is that the statute creating an independent agency typically precludes the president from removing the head of the agency without cause. By contrast, a head of and executive agency generally serves at the pleasure of the president. Supreme Court on several occasions has considered whether independent agencies are constitutional. United States, 295 U.S. 602,55 S.Ct. 869,79 L. Ed. 1611 (1935), the Court held the President could not remove the commissioner of the FTC without cause. The statute that created the commission permitted removal of the commissioner only for inefficiency, neglect of duty, or malfeasance of office. Ch's service provider is a new administrative agency that will affect everyday activities that are independent overseen by its board members conducted by their own judicial bodies, or administrative boards given the specialized knowledge within administrative agencies administrative law. The Federal Statutory basis for this program also falls under U.S. Public Law 93-647, title IV-D of the Social Security Act, as Amended, the State Statutory basis that’s is in title 23 of PA Consolidated Statutes 23 PA.C.S.). Is also a guided basis for support of disadvantaged families? Code of Federal Regulation (CFR) in 45 CFR, Parts 232 and 301 to 308, chapter 55 of the Pennsylvania Code and the PA Rules of Courts, Actions for Support in the Rules of Civil Procedure, 42 PA, C.S.A. seq. Additionally, Existing Policies and Procedures May be affected by such Case Law as well as Court and Judicial Proceedings. Ch’s Service Provider Commissioner is a Citified Specialized Paralegal Having the Manners to Dress, Matters of the City and its People etc. In Which to Be Supported Under The Social Security Act, 1975 as Amended to Support U.S. Public Law 93-647, IV-D. What does a CRBOV volunteer do? The duties and responsibilities of a CH'S SERVICE PROVIDER volunteer are independent volunteer review board that affords citizens with an opportunity to engage in that role by providing a venue through which to air grievances, express concerns, investigation of complaints and voice recommendations and oversights to the courts, administration and the CRBOV shall:
• Review cases, receive verbal information from all parties with pertinent
Information about the cases, and access information that's currently in the public court's case file that's open to all members and media of the public,
• Determine the progress, which has been made to acquire a permanent
Services for the fathers, mothers of all children of Pennsylvania and aboard.
• Suggest alternative goals for the cases and family support services of
Ch's service provider will review and make it recommendations to the CRBOV Board, if progress is insufficient, and

Authority and submit findings to CH'S Paralegal Services Provider Founder Corey L. Harris, regarding further actions on the cases. An agency's actions must be in accordance with its enabling statute, and courts will examine the agency records to determine whether the agency exceeded its lawmaking or judicial powers. Rigorous judicial oversight of agencies would defeat a cherished feature of administrative agency by eliminating agency flexibility in resolving conflicts. Under the Administrative Procedure Act of 1946 (AP A) (5 U.S.C.A.§ 551 (1982) sets standards for the activities and rule making of all federal regulatory agencies the AP A provides federal courts with a framework for reviewing the rules made and procedures used by administrative agencies. Individual states have similar statutes to guide the own courts. How do you qualify to be a CRBOV? A CH'S Service Provider volunteer must be least 18 years of age. A potential volunteer must complete the following screening procedure:
• Complete a written application providing information which includes
Educational background, employment history, and working or personal experience with child abuse & neglect,
• Provide three references from person unrelated to the applicant,
• Participate in a personal interview,
• Pass a records check through state child abuse registries and Acts 0-33,
0-34,151 Clearance and A State and Federal Bureau of Investigation and national criminal data bases, and
• Complete no less than 540 hours of specialized training. Individuals successfully passing the screening process are certified as CH'S SERVICE PROVIDER Volunteers. Once certified, a volunteer is eligible to be assigned a Board. There are no other CRBOV Volunteer programs like This in Pennsylvania?
