The initiative for fleets and owner-operators to render their trucks with new electronic identification was highly frowned upon by the trucking industry. The Commercial Vehicle Safety Alliance believes that enforcing a universal electronic vehicle identifier for commercial motor vehicles would immensely help by making it easier for roadside inspectors to identify unsafe vehicles and drivers. The American Association of Motor Vehicle Administrators is behind the CVSA and firmly believes that a wireless ID embedded in every truck would allow law enforcement to conduct fewer but more efficient traffic safety stops while allowing compliant trucks to bypass weigh stations and other roadside checks’. The Truck Safety Coalition, Citizens for Reliable and Safe highways, and Parents Against Tired Truckers backed the mandate.
One of the institutions against this mandate, the American Truck Association is worried whether or not the FMCSA has considered if the safety benefit outweighs the time and cost associated with it. Another organization, PrePass Safety Alliance, commented that asking for sensitive information about the drivers ‘would take a disastrous toll on the supply chain’ and also said that ‘With a shortage of drivers already creating challenges to motor carriers, the supply chain, and American consumers, removing 27% of drivers would be catastrophic’.

The Federal Motor Carrier Safety Administration (FMCSA) has issued a special emergency declaration allowing motor carriers and drivers who are transporting heating fuel, including propane, natural gas, and heating oil, to assist with emergency relief efforts in certain states to exceed the maximum driving time for property-carrying vehicles as specified in 49 CFR § 395.3. This emergency relief is subject to certain restrictions and conditions.

The conditions are as follows:

1. Nothing in this Emergency Declaration shall be construed as a waiver of or exemption from any applicable requirements or any portion of the FMCSRs (49 CFR Parts 350-399) including the controlled substance and alcohol uses and testing requirements (49 CFR Part 382), the commercial driver’s license requirements (49 CFR Part 383), or the financial responsibility (insurance) requirements (49 CFR Part 387); Federal Hazardous Materials Safety Regulations (HMRs) (49 CFR Parts 100-180); vehicle size, and weight limitations, as well as route designations administered by the Federal Highway Administration (23 CFR § 658; 23 U.S.C. 127; 49 U.S.C. §§ 31111-31115); or any other regulations for which relief is not specifically granted herein.

2. Motor carriers or drivers currently subject to an out-of-service order are not eligible for the relief granted by this Emergency Declaration until they have met the applicable conditions for its rescission and the order has been rescinded in writing by the issuing jurisdiction.

3. This Emergency Declaration provides for regulatory relief from 49 CFR § 395.3 for commercial motor vehicle operations only while providing direct assistance supporting emergency relief efforts.

In accordance with 49 CFR § 390.23, this Emergency Declaration is effective immediately and shall remain in effect until the end of the emergency (as defined in 49 CFR § 390.5T) or until 11:59 P.M. (ET), January 6, 2023, whichever is earlier.

Autonomous trucks are looking more and more desirable as customer demands increase, driver shortage spikes, and lessening numbers of predictable and set routes take place. DHL is glorifying autonomous trucks by claiming that it brings a huge potential in the supply chain ‘, especially in long-haul logistics operations where they offer a new level of optimization unachievable with human operators.’
DHL Supply chain has been investing in autonomous vehicles and partnering with different companies including Volvo which is known for its ‘proven track record of safety and relentless commitment to innovation’. DHL clarified that these autonomous trucks should be considered as another option to assist in the fast-rising need for transport in the trucking industry and not as the ‘only’ solution or alternative to pursuing.
Some of the perks these trucks are expected to have include bringing ease to long-haul routes since they’re deemed undesirable for most drivers, shortening delivery times and operational costs since they won’t be stopping for breaks, and allocating more vehicle space to cargo which lowers transportation costs for each trip. However, there is still a long way to go before these trucks become accessible. It will take a lot more technological advances, trials, and standardization of rules before they can actually be put to use.
The U.S. Federal Motor Carrier Safety Administration reported that over 45,900 accidents occurred in 2020. By pursuing autonomous trucking, DHL hopes to lower these numbers while saving costs and raising efficiency.

The Biden administration is planning on enforcing new tailpipe emissions standards for trucks that the truckers are actively warning would impose a huge cost burden especially, with the current economic situation. As the U.S Environmental Protection Agency put it, there are two ways that the new nitrous oxide emissions standards would be handled: a two-step process or a one-step process. The first one is estimated to lower emissions by 90% by the year 2031 and 60% overall, by 2045. The latter is supposed to be implemented fully by 2027 and according to the EPA is expected to achieve fewer emissions reduction.
As the Biden administration claims that this rule saves $250 billion in public health, the trucking industry is adamant that the cost exceeds these benefits if it actually gets enforced. The ‘Inflation Reduction Act’ has been signed into law with the aim of providing ‘billions in grants and incentives aimed at cutting emissions, including up to $40,000 toward the purchase of a new heavy-duty truck’.

This new arrangement aims to assist companies in recruiting and training new drivers making them qualified for the $6 million grant in the state of Iowa. The new Entry-Level Driver Training Program ensures that employers, non-profits, and related entities that sponsor or partner on commercial driver’s licenses are entitled to reimbursement from this grant which is aimed at cutting the cost of training new commercial truck drivers. To be qualified for the grant, a business or organization must hire the drivers and indulge in entry-level driver training either in-house which makes the grant go towards instructor wages, curriculum materials, and maintenance, or through a third party which goes straight to tuition. This new grant program will help in rendering more opportunities for individuals to obtain a CDL and makes it effortless to recruit and train drivers while providing ‘the right training when and where the workers need it’ .

12/13/2022

For the past three years, shipping packages has been challenging. Base rates and ancillary expenses are at all-time highs. During the two prior peak seasons, several people were subject to volume limitations. Except for their most expensive services, package carriers no longer guarantee a refund of the purchase price. Future commitments are unlikely to ever be fully honored. But as 2023 draws closer, the worm seems to be turning. Shippers will have a wide range of service alternatives in 2023 which include local carriers, American, and Postal Service, parcel consolidators that pool enormous volumes of packages to submit bids to the Postal Service for last-mile deliveries, and even businesses that have started or are thinking about beginning delivery networks to maintain traffic control. Shippers are discovering that service quality and dependability are more competitive than they were in the past as shipping alternatives grow. Today's IT technologies are so sophisticated that shippers may thoroughly evaluate regional choices with the least amount of negative impact. The message is that carrier diversification, long a theory should now be put into practice.
