On Friday, September 26th, 2025, US Transportation Secretary Sean Duffy held a press conference and issued an emergency final rule that changed the eligibility for states to issue non-domiciled CDL and CLPs. States were required to pause issuance of these documents until they are compliant with the new rule.

The Nebraska DMV plans to resume issuing non-domiciled CLP/CDLs Wednesday,
October 29th, 2025. They are confident that the programming changes will meet the new federal rule requirements.
