On July 1, 2015, Caltrans transferred the management of intercity rail services for the San Joaquin and Pacific Surfliner corridors to two Joint Powers Authorities (JPA), similar to the current management structure the State has with the popular Capitol Corridor route.

“This transfer represents a great partnership between local agencies and Caltrans and offers an opportunity for greater integrat

ion and more efficiency and lowers costs for all users,” Caltrans Director Malcolm Dougherty said. “The end result will be furthering our goal of developing a multimodal system that provides reliable and accessible mobility for travelers.”

The interagency transfer agreement authorizes Caltrans to transfer management for the Pacific Surfliner – the intercity passenger rail corridor between San Diego, Los Angeles and San Luis Obispo to the Los Angeles-San Diego-San Luis Obispo (LOSSAN) Rail Corridor Agency and authorized an interagency transfer agreement for the San Joaquin – the intercity passenger rail corridor between Sacramento, Oakland, Bakersfield and Los Angeles to the San Joaquin Joint Powers Authority (SJJPA).

“This agreement is about engaging our local transportation partners in building a more integrated, statewide transportation system that links to revolutionary investments, such as California high-speed rail,” said California Transportation Agency Secretary Brian Kelly. “Through this partnership, our local partners are showing leadership in supporting transportation integration, which paves the way for a viable public transportation option for traveling between regions of the state.”

The transfer comes during a period of substantial change and transformation in California’s transportation investments. The State of California recognizes the benefits in regional management of intercity rail services that are connected to local communities and riders; the State is also now focused on making transportation investments that will weave our regional and intercity transportation assets together into an integrated, multimodal system statewide. The 351-mile Pacific Surfliner between San Luis Obispo, Los Angeles and San Diego is the second most popular route in the country, carrying 2.7 million passengers each year. Managed by the LOSSAN Rail Corridor Agency and operated by Amtrak, the intercity service offers 11 weekday and 12 weekend round trips from San Diego to Los Angeles. The Capitol Corridor Joint Powers Authority (CCJPA) manages passenger rail services along the 170-mile corridor between San Jose and Auburn. With more than 1.4 million passengers a year, the Capitol Corridor is the third busiest Amtrak-operated route in the country. AMTRAK THRUWAY BUSES

Amtrak Thruway bus routes were designed exclusively to make it easy for our passengers to connect to our trains from many regions of the state such as the North Coast, Shasta Cascades, Gold Country, High Sierra, Central Coast, Deserts, and Southern California. Amtrak Thruway buses also allow San Joaquin passengers to connect to the Pacific Surfliner and Amtrak long-distance trains in Los Angeles. With Amtrak Thruway bus routes, train passengers can travel to more than 130 destinations throughout California and into Nevada. Amtrak Thruway buses are luxury motor coaches offering comfortable reclining seats, overhead lighting and on-board restroom facilities.

Amtrak California has been localized to provide a more regional approach to your train travel experience.

Moving forward, the San Joaquin Corridor®, the Pacific Surfliner®, and the Capitol Corridor, now administered by Joint Power Authorities, will offer travelers local management of California rail service, which will help to further enhance customer service, ensure efficient use of resources, and allow effective decisions about schedules, on-board amenities, and service expansion.
