Levy School Bus Company is a family-owned and operated transportation business which has provided bus service to the general area going back to 1927 when Warren B. Levy, the founder now deceased, bought an existing local two-bus business. The home office and terminal was and still is in Trumbauersville, Pennsylvania. The original service area of the business was expanded over the years to include

local bus route service, intra-state group and party services, special excursion services and school bus service. Franklin Levy, with his father's help, directed the business into a corporate form specializing in the school bus transportation area. After receiving his bachelor's degree in business administration in 1970 Warren M. Levy replaced his grandfather on the management team. Warren then took over the management of the home office, the Quakertown Community School System and the Bucks County Intermediate Unit. In October 1987, our Company celebrated its 60th anniversary and honored our employees with a joint 15th Annual Safety Dinner. At this meeting B. Franklin Levy announced his retirement effective January 1, 1988. Levy now heads up the Management Team of the Levy School Bus Company. At the present time the Company operates approximately 95 pieces of equipment serving thousands of school students. In addition to good management the accomplishment of a good transportation system depends upon good maintenance, good drivers, good equipment, and a good contract. In these areas we plan to do for you exactly what we have done for our present customers, which has given us the record and reputation of which we are most proud.

Avoid the Ding!
• Krise Transportation – A relatively young company that started in 2016 and that has already been sold twice. They have expanded to more than 30 locations and plan to add 5 more this year. Rapid expansion and multiple start-ups at once can create significant operational challenges, especially under recent changes in president whose background is in hospitality rather than school bus transportation. They push the idea of growth because they want to build up their value for their next sale.
• First Student — A national corporation who’s salesperson claimed that they’ve “never missed a run,” yet a quick Google search says otherwise. As a soon to be publicly traded company, their primary responsibility is to shareholders and their priority is corporate performance, not the long-term needs of Quakertown.
• The 15-minute billing structure — Drivers are required to perform a pre-trip inspection that takes about 15 minutes. Under both Krise’s and First Student’s billing structures, that time plus any possible routine delays can be billed as additional charges, potentially putting the district at a disadvantage, facing added costs that can not be controlled. Districts may not realize the full impact until well into the contract. Does the district have pre-trip factored into the prices?
• Transparency matters — We were initially told RFP proposals would be available for review, but were later told they would not be shared, raising transparency concerns. Transparency is critical in a decision of this magnitude.

Why Levy is the right choice

For 99 years, Levy School Bus Company has stayed family-owned and focused on the students and families we serve.

Compare that to:

• First Student (HQ in Cincinnati, 563 miles away), operating 47,000+ buses nationwide and now owned by private equity with an IPO in the works.
• Krise Transportation, sold to Access Holdings in 2021 and again to ASTP in 2025. Their leadership unexpectedly changed as their president, Mike Massaro, abruptly stepped down a couple of weeks ago.

Ownership changes often shift priorities away from local needs.

About 15-minute billing

Pre-trip inspections alone can add about 15 billable minutes before a bus even leaves the yard. Delays from traffic, weather, late dismissals, road closures or breakdowns can all add costs. With a per-bus, per-day model, those surprise charges simply don’t happen.

If another contractor is chosen
• Where will buses be based?
• Will a new terminal and zoning approvals be needed?
• How will fueling be handled? (permits alone can take about 16 months and a daily tanker fueling vehicles is an environmental concern and costly for the district)

Levy isn’t a distant corporation or a company preparing for its next sale. We’re a fourth-generation family business rooted in this community, trusted to safely transport Quakertown’s children every day.

Quick update from tonight’s school board meeting: our presentation has been postponed. Both we and the other contractors will now present at a special called board meeting on Tuesday, March 3, 2026 at 6:00 PM at the district office.

This meeting is incredibly important for our future. Your presence truly matters. The board needs to see how much Levy’s and our community mean to you. We’re so grateful for all the support so far and we’re asking you to please come out on Tuesday and stand with us. A strong turnout can truly make a difference.
